Health action with informed and engaged societies
After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.

Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.

We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

SummaryText
Developed by UNICEF Cambodia, the CREATE! Framework is designed to provide communities with immediate tools to promote healthy behaviours in emergencies. Originally developed for humanitarian aid workers following the Dec 2004 Tsunami, the Framework has been adapted to address avian influenza.

The CREATE! Framework summarises the communication objectives at each stage of the avian flu outbreak including, pre-pandemic (late 2003 and 2004), pandemic (now), and pandemic (1-2 weeks and 6 weeks or more). The objectives of the action framework within these stages include:

Pandemic AlertPandemicClick on any of the above objectives for examples (in PDF format) that illustrate the sequential steps of the Framework. Included in these steps are the key communication strategies and tools used to provide the public with key facts on preventing and preparing for pandemic flu. These steps include:
  • Define the desired behaviour
  • Describe the current behaviour
  • Identify reasons for the current behaviour
  • Identify barriers to change (the 'lock')
  • Identify the strategy (the 'keys' for change)
