It has been developed in recognition of the need for practical and comprehensive guidelines on how to produce effective resources. Quest aims to enhance the quality and impact of communication practice and of resources produced. It is relevant to a wide audience and is adaptable for use at different levels and in different contexts.
The Quest manual is a tool to guide experienced facilitators who aim to develop participants' capacity in resource production, through a participatory approach. It has two sections:

- The core: the actual process of resource development, divided into seven key stages (1) Assessing needs, 2) Planning, 3) Researching content and design, 4) Developing content and design, 5) Pre-testing, 6) Dissemination, and 7) Post-production evaluation).
- The How To guides: 20 short, practical guides to key tasks that relate to communication, resource production and/or project management. They complement the core Quest framework and manual. They also serve as stand-alone guides for other work.
