After nearly 28 years, The Communication Initiative (The CI) Global is entering a new chapter. Following a period of transition, the global website has been transferred to the University of the Witwatersrand (Wits) in South Africa, where it will be administered by the Social and Behaviour Change Communication Division. Wits' commitment to social change and justice makes it a trusted steward for The CI's legacy and future.
 
Co-founder Victoria Martin is pleased to see this work continue under Wits' leadership. Victoria knows that co-founder Warren Feek (1953–2024) would have felt deep pride in The CI Global's Africa-led direction.
 
We honour the team and partners who sustained The CI for decades. Meanwhile, La Iniciativa de Comunicación (CILA) continues independently at cila.comminitcila.com and is linked with The CI Global site.

Evidence and Lessons from Latin America (ELLA) is a programme that is designed to open up access to evidence-based development knowledge from Latin America - for development researchers, practitioners, and policy makers across Latin America, Africa, Asia, and the international development community. ELLA is using web- and non-web technologies in an effort to support the collation, synthesis, exchange, and dissemination of knowledge from across the continent on issues of emerging interest - such as technologies for climate change, productive chains for farm goods, health and nutrition services, and closing the "urban divide" - based on research and practical examples.
Communication Strategies

The content of the programme will be structured around emerging policy issues: those for which there is a demand for lessons from Latin America, from policy makers, practitioners, and researchers in the development community across Africa and Asia; and those where a number of Latin countries have had particularly successful experiences.

ELLA will open up access to knowledge about Latin America's development experiences through the collation and synthesis of evidence and lessons on emerging policy issues in the fields of growth, governance, environment, and the social sectors. It will develop guides to key sources of research evidence and practical experience. ELLA will work with several "centres of excellence" in Latin America to bring this material together. ELLA will also strengthen the knowledge networks linking Latin America with Africa and Asia through support for the exchange of knowledge and collaboration on a core set of policy issues of common interest to researchers and networkers across the 3 continents. Both virtual and face-to-face collaboration will be used to support networking, using web 2.0 technologies, supported by learning alliances and knowledge-sharing activities.

Key Points

According to organisers, Latin America is a rich source of knowledge about development policies and practices that work, and those that don't. But geography, cultural context, and language barriers mean that accessing and using that knowledge can be difficult - all the more so when the evidence is dispersed and knowledge links with Latin America are weak. It is this challenge that ELLA seeks to address.

ELLA is funded by the United Kingdom Department for International Development (DFID) and is being designed by a consortium of southern and northern development research and practice organisations: Practical Action Consulting (PAC), SouthSouthNorth (SSN), El Grupo de Análisis para el Desarrollo (GRADE), International Institute for Environment and Development (IIED), Instituto Internacional de Medio Ambiente y Desarrollo (IIED-AL), African Centre for Technology Studies (ACTS), and KITE.
